Regulations for Promotion Test Management

Chapter I

GENERAL PROVISIONS

Article 1 : Purpose

The purpose of these regulations is to systematize and standardize operational provisions in test scoring for Hapkido  Geup, Poom or Dan promotion tests of the European Hapkido Union  pursuant to Article 15 of European Hapkido Union Statute.

Article 2 : Application

These regulations shall be applied for Hapkido Geup, Poom or Dan promotion tests (hereinafter “Geup, Poom or Dan promotion tests’) except for enforcement decrees, articles of incorporation and other special laws.

Chapter II

PROMOTION TEST

Article 3 : Definition

Terms used in these regulations shall be as follows:

1. “Testing” shall refer to a screening process for Hapkido practitioners to be certified in Geup, Poom or Dan promotion tests.

2. “Conducting/Carrying out a test” shall refer to the conducting or carrying out of administrative work, practical testing, and theoretical study of practitioners in Geup, Poom or Dan promotion tests.

3. “Geup” shall refer to a Hapkido qualification for students until rank of 1st Poom/Dan.

4. “Poom” shall refer to a Hapkido qualification for black belt 1st to 4th Poom those under 15.

5. “Dan” shall refer to a Hapkido qualification for black belt 1st to 9th Dan those aged 15 and above.

6. “An Honorary Dan” shall refer to a Dan granted to those personages who are considered to have great merits in the development of Hapkido.

7. “Recognizated Dan“shall refer to a Dan granted to the Dan grades holder in Hapkido issued by some other Hapkido organization or a similar martial art who request  recognition of their master’s degree within the European Union Hapkido

8. “Posthumous Honors Dan” shall refer to a Dan, or next grade, with extraordinary merits, granted after his/her passing away.

9. “ Hapkido instructor” shall refer to those who have completed the European Hapkido Union’s Instructor Course and has been given due qualifications among those who have acquired 4th Dan and above.

10. The ‘Member National Association’ (MNA) shall refer to a Hapkido organization in each country.

Article 4 : Classification of Test Applications

①Hapkido promotion test applications shall be divided as follows:

1. Poom promotion test

2. Dan promotion test

3. Special Dan promotion test

4. Honorary Dan promotion test

5. Recognization Dan promotion test

6. Posthumous honors Dan test

② Hapkido promotion testing subjects shall be conducted in forms of practical testing, theoreticalstudy and interview.

③ Specifics on the testing subjects in Article 4-2 shall be additionally set forth.

Article 5 : Recognization of ranks

① Recognizated Dan shall refer to a Dan granted to the Dan grades holder in Hapkido issued by some other Hapkido organization or a similar martial art who request  recognition of their master’s degree within the European Union Hapkido

② Hapkido recognition testing subjects shall be conducted in forms of practical testing, theoretical study and interview.

③ Recognition of Dan ranking by the European Hapkido Union is only possible to rank 4th Dan.

④ Masters above the rank of  4th Dan have access to regular tests for master rank from 5th Dan to 9th Dan according the this European Hapkido Union Promotion tests rules and regulations.

Article 6 : Registration Fees

① A designated amount of registration fees may be imposed on Examinees for Poom or Dan promotion tests.

② Registration fees shall be divided as follows:

     1. Issuance fees shall include direct fees of administrative costs, materials costs and maintenance costs, and indirect fees of promotion and R&D costs.

     2. Operational fees shall include direct fees of place rental fees, personnel fees and administrative fees required for conducting Poom or Dan promotion tests, and indirect fees required for overall operation and management.

③ An entrusted institution or organization shall acquire approval from the European Hapkido Union on provisions in Article 5-②-2.

④ Registration fees may be set differently for each country according to its circumstances.

⑤ The European Hapkido Union shall report to its guardian governing authority on registration fees set forth in Article 5-2 hereinabove.

Article 7 : Levels and Examinees Qualifications for Poom or Dan

① Levels in Hapkido Geup, Poom or Dan are as follows:

  1. Geup: 10th Geup to 1st Geup
  2. Poom: From 1st Poom to 4th Poom
  3. Dan: From 1st Dan to 9th Dan

② Examinees qualifications to acquire certification in Poom or Dan promotion tests may be designated based on time limits, age and complementary courses.

③ Those that significantly contributed to the European Hapkido Uinion and the development of Hapkido, or those who promoted and distributed the practice of Hapkido at home and abroad may be given privileges in application for tests.

④ Examinees qualifications and privileges stipulated in Article 6-2 and 6-3 shall be additionally set forth.

Article 8 : Application Restrictions

Those under sanctions and whose sanctioning period is not over shall be restricted from applying for Poom or Dan promotion tests.

Article 9 : Conducting a Test

① The European Hapkido Union shall establish yearly promotion test plans for tests conducted both domestically and abroad.

② An organization that conducts tests shall observe the following:

1. An entrusted Hapkido Organization shall report its annual examination syllabus for conducting Poom or Dan Promotions to the European Hapkido Union, and conduct promotion tests according to this syllabus

2. A testing place and overall facilities to conduct promotion tests shall be in place for testing.

3. Examination subjects for the promotion tests shall be observed and conducted.

4. Testing criteria shall be observed in the conducting of promotion tests to ensure equitable and consistent testing.

5. Promotion test supervisors, members of the promotion test assessment committee, operating staff and on-site staff necessary for test conduction must be present.

6. Members of the promotion test assessment committee, operating staff and examinees shall be subject to a designated dress code.

7. Safety measures for applicants shall be set in place for conducting any promotion test.

8. An official testing ceremony for promotion tests shall be observed and conducted.

③ Poom or Dan promotion tests and other tests shall be conducted by those qualified to be instructors.

Article 10: Instructors ranks to conduct the test

① Belts tests and exams shall be conducted only by licensed instructors who have completed the annual European Hapkido Union seminar for examiners.

② The instructor ranks who can conduct Hapkido Geup, Poom or Dan promotion tests

  1. Instructor 1st Dan can conduct promotion test only until                     7th Geup
  2. Instructor 2nd Dan can conduct promotion test only until                    5th Geup
  3. Instructor 3rd Dan can conduct promotion test only until                     3th Geup
  4. Instructor 4th Dan can conduct promotion test only until                     1th Geup

③ Poom or Dan promotion tests shall be conducted only by :

       The rank 1st Poom/Dan to 4th Poom /Dan

  1. Board of examiners: minimum two licensed instructors 5th Dan and one instructor 6th Dan
  2. Licensed Examiner minimum 7th Dan

The rank 1st Poom/Dan to 6th Dan

  1. Licensed Examiner minimum 7th Dan or Board of Examiners: minimum two licensed instructors 6th Dan and one instructor 7th Dan

The rank of 7th Dan

  • Licensed Examiner minimum 8th Dan or Board of Examiners: minimum two licensed instructors 7th Dan and one instructor 8th Dan

The rank of 8th Dan

  • Licensed Examiner minimum 9th Dan or Board of Examiners: minimum two licensed instructors 8th Dan and one instructor 9th Dan

The rank of 9th Dan

  • Board of Examiners: minimum three licensed instructors 9th Dan
  • Founder of the Hapkido style – 10th Dan

Chapter III

RIGHTS AND OBLIGATIONS

Article 11 : Rights and Entrustment

① Rights to Poom or Dan promotion tests shall belong to the European Hapkido Union.

② The European Hapkido Union may entrust a part of test conducting rights for Poom or Dan promotion tests to the Member National Association. However, for overseas cases, it may entrust them to a Hapkido organization or an instructor that operates a Hapkido gym.

1. A Hapkido organization entrusted to conduct Poom or Dan promotion tests must sign an entrustment contract with the European Hapkido Union.

2. A Hapkido organization entrusted to conduct Poom or Dan promotion tests shall be entitled to conduct testing.

3. In a case where rights to conduct promotion tests are entrusted to a Hapkido organization, those rights shall not to be assigned to another Hapkido organization or an instructor who operates a Hapkido gym.

4. A Hapkido organization entrusted to conduct Poom or Dan promotion tests shall not act in such a way as to limit instructors’ students’ application for promotion tests by way of imposing sanctions.

5. A Hapkido organization entrusted to conduct Poom or Dan promotion tests must acquire the approval of the European Hapkido Union if it wishes to entrust these rights to a third party (organization) for retesting, or stops or cancels this entrustment for testing.

③ In the event that a Hapkido organization entrusted to conduct Poom or Dan promotion tests is regarded to have a weak organizational capacity, another Hapkido organization may be entrusted in its place.

④ In the event that a Hapkido organization entitled to conduct promotion tests was ordered by the European Hapkido Union to withdraw or stop the entrustment for testing, the European Hapkido Union or an organization designated by the European Hapkido Union may carry out this function in its place.

⑤ Specifics on Article 9-② shall be additionally set forth.

Article 12 : Obligations

① The European Hapkido Union shall be obliged for Poom or Dan promotion tests.

② An organization entrusted to conduct Poom or Dan promotion tests shall be obliged for entrusted activities.

③ The European Hapkido Union, the Member National Association (MNA) entrusted to conduct Poom or Dan promotion tests, a Taekwondo organization, instructors and applicants shall observe these Test Regulations.

④ The European Hapkido Union shall fully cooperate and extend support to an organization entrusted to conduct Poom or Dan promotion tests to facilitate these tests.

⑤European Hapkido Union shall conduct necessary training for promotion test supervisors and members of the promotion board for operating tests equitably and efficiently.

⑥ Specifics on provisions in Article 10-2 to Article 10-4 shall be additionally set forth.

Article 13 : Cancellation of Entrustment to Poom or Dan Promotion Tests

① In any of the following cases, entrustment of Poom or Dan promotion tests may be stopped or cancelled:

1. When actions or activities take place that disrupt business activities of  European Hapkido Union or an entrusted organization, or tarnish the reputation of Hapkido.

2. When it is judged that Poom or Dan promotion tests are regarded to be impossible to conduct due t conflicts and disputes within the executive board.

3. When these Test Regulations and an entrustment contract for Poom or Dan promotion tests are violated.

4. When an entrusted organization, again, entrusts the testing activities to a third party (organization) without the consent of the European Hapkido Union.

5. When it is judged that Poom or Dan promotion tests cannot be conducted due to a weak organizational capacity.

② When an entrusted organization fails to stop or cancel testing activities of a re-entrusted body where said re-entrusted body’s actions fail in each category of Article 11-①, the European Hapkido Union may exercise its authority to stop or cancel the rights.

Chapter IV

ISSUANCE OF POOM OR DAN CERTIFICATES

Article 14 : Issuance of Poom/Dan Certificates

①Those who pass Poom or Dan promotion tests in accordance with Regulations for Promotion Test Management shall be issued with a Poom or Dan Certificate.

② Issuance of a Poom or Dan Certificate shall be issued by the “President of the European Hapkido Union.”

However, it may be issued jointly by the President and the president of an entrusted organization according to the organization’s particular circumstances.

③ In addition to a Poom or Dan Certificate, an Honorary Dan and Posthumous Honors Dan may beissued.

④ Those seeking re-issue of lost Poom or Dan Certificates, may have them re-issued.

Article 15 : Cancellation of Poom or Dan Certificates

① In the following cases, Poom or Dan Certificates can be cancelled:

1. When Poom or Dan certificate is acquired in an illicit manner

2. When an individual spoils or denigrates the reputation of  Hapkido or the European Hapkido Union.

② In the event that the entitlement for a certificate is to be cancelled pursuant to Article 13-1 the person shall be granted an opportunity to give a due reason and explanation for his/her actions.

③ If the person gives up the opportunity to do so, or if the Sanction Committee judges that the reason is not justifiable, the qualification shall be cancelled.

Article 16 : Other Administrative Provisions

① Administrative procedures for Poom or Dan Certificate application shall be conducted only using a document or form designated by the European Hapkido Union.

② Online administrative procedures relating to Poom or Dan promotion tests shall be subject to European Hapkido Union ‘s information handling criteria.

③ Provisions on other administrative procedures relating to Poom or Dan promotion tests shall be additionally set forth.

Chapter V

VARIOUS COMMITTEES

Article 17 : Assessment Committee of Promotion Test

① The ‘Assessment Committee of Promotion Test’ shall be charged with the equitable and troublefree conduction of Poom or Dan promotion tests.

② The ‘Assessment Committee of Promotion Test’ shall be divided into the ‘Ordinary Test Commission’ and ‘Higher Grade Test Commission’.

③ The Member National Association and a Hapkido organization entrusted to conduct Poom or Dan promotion tests shall form ‘Assessment Committee of Promotion Test’ and report it to the European Hapkido Union.

④ An operational staff for testing may be allocated to assist the work of the ‘Assessment Committee of Promotion Test’ in Article 15-1 hereinabove.

⑤ Provisions on the composition and operation of the ‘Assessment Committee of Promotion Test’ shall be additionally set forth.

Article 18 : Deliberation Committee of Promotion Test

①The ‘Deliberation Committee of Promotion Test’ shall be comprised of the following organizational structures in order to make a review of test results in Poom or Dan promotion tests, and therefore issuing a due certificate:

② Composition and operation of the ‘Deliberation Committee’ shall be additionally set forth.

Article 19 : Sanction Committee

① The ‘Sanction Committee’ shall be in place to review and determine rewards or sanctions regarding Poom or Dan promotion tests.

Article 20 : Supervisors

① Test supervisors shall be in place for equitable judgment in, and management of, Poom or Dan promotion tests.

② Provisions on the composition or operation of test supervisors shall be additionally set forth.

Article 21 : The age restriction for Poom and Dan grades

① Poom grades:  1st Poom to 4th Poom under 15 years old

② Dan grades: 1st Dan to 4th Dan from 15 to 18 years old

                          5th Dan older than age of 24 years

                          6th Dan older than age of 30 years

                          7th Dan older than age of 37 years

                          8th Dan older than age of 45 years

                          9th Dan older than age of 54 years

Article 22 : Black Belt grading fees

                          1st Dan = 80 Eur

                          2nd Dan = 120 Eur

                          3rd Dan = 240 Eur

                          4th Dan = 320 Eur

                          5th Dan = 400 Eur

                          6th Dan = 500 Eur

                          7th Dan = 600 Eur

                          8th Dan = 900 Eur

                          9thDan = 1300 Eur

Article 23 : Titles of students and teachers by Grade

① Student / Hak saeng                               10th Geup to 1st Geup

② Assistant Instructor/ Jokkyo nim:          1st Geup and 1st Dan

③ Instructor / Kyosa nim:                          2nd and 3rd Dan

④ Master / Sabom nim:                              4th and 5th Dan

⑥ Grand Master / Kwanjang nim:               8th and 9th Dan

⑦ Founder of Style / Doju nim:                  10 th Dan

ADDITIONAL PROVISIONS

Article 24 : Effective Date

These regulations shall take effect from the date approved by the Operational Board.

Article 25: Transitional Measures

In the event that an entrustment contract is not effectuated pursuant to these regulations, the previous version of Regulations for Promotion Test Management shall take effect.
